Preheat oven to 350°F. Spray a standard Bundt pan with baking spray. Place Bundt pan in a large roasting pan. Bring a kettle or small pot of water to a boil.
FLAN: Pour evaporated milk, sweetened condensed milk, cream cheese, 4 eggs, and vanilla into blender container. Blend until smooth, about 15 seconds. Set aside while you make the cake batter.
CAKE: Pour caramel sauce in bottom of Bundt pan.
Blend cake mix, water, eggs, and oil in a large bowl with an electric mixer on low speed until moistened, about 30 seconds. Beat on medium speed 2 minutes. Pour cake batter over caramel sauce in Bundt pan.
Pour flan mixture over the chocolate cake batter. As it bakes, all of the flan will sink to the bottom and cake will rise to the top. Carefully pour boiling water into the roasting pan about halfway up the sides of the Bundt pan to create a water bath. Cover the entire roasting pan tightly with foil.
Carefully transfer roasting pan to the oven and bake for 1 hour 10 minutes. Remove foil from pan and lift Bundt pan out onto a wire rack. Cool 15 minutes. Let your roasting pan cool in the oven before removing.
After 15 minutes, turn your chocolate flan cake out onto a serving plate. Scrape any caramel from the pan onto the cake. Let cool to room temperature before slicing and serving your chocolate flan cake!
